Linka Šinkansen Tókaidó se začala stavět v roce 1959 s cílem zprovoznit nejrychlejší vlak své doby, a to těsně před olympijskými hrami v Tokiu v roce 1964.
Ve hře Shinkansen: Zero Kei se hráči ujmou role jeho stavitelů. Budou mít na starosti výstavbu této historické železniční trati a všech jejích příslušných stanic. Mohou také pomoci olympijským místům při jejich přípravě na hry. Hráč, který se ve své roli osvědčí nejlépe, bude vyhlášen vítězem.
V každém kole hry Šinkansen budete stavět svůj vlastní rychlovlak, přičemž každá karta vagonu, kterou ke svému vlaku přidáte, vám poskytne akci nebo schopnost. Tyto akce vám umožní především stavět tratě a stanice, spolupracovat při přípravě olympijských míst a získávat nové karty vozů. Karty vozů jsou spojeny s městy, kterými trať prochází. Pokud se vám je podaří postavit ve správném pořadí, budete odměněni v podobě vítězných bodů. Po pěti kolech, odpovídajících pětileté výstavbě trati, vyhrává hráč s největším počtem vítězných bodů.
