On 1 November 1755, Lisbon was struck by a huge disaster: an earthquake measuring 8.5-9.0 on the Richter scale, followed by a tsunami and three days of fires. A devastation of this magnitude left Lisbon literally in ruins.

Players represent nobles who use their influence to rebuild and develop the new city. The Foreign Minister, the Marquis of Pombal - full name Sebastião José de Carvalho e Melo - has been entrusted by the King to lead the renovation of Lisbon. The King also hires a team of engineers and architects headed by the Royal Builder.

Players work with the Royal Builder to build the new Lisbon. They in turn work with the Marquis to develop a trade network. The King provides the players with political help to get all the key public buildings open as soon as possible. The main motivation for the actions of the players - the nobles of Lisbon - is to get as many wigs as possible - the most important trade commodity of the time.

Lisbon is played on a real map of the city centre project. During the planning of the reconstruction of the city, the type of business allowed in each street was predetermined. Clockmakers and goldsmiths had their street; so did bookshops and libraries; tailors and silk sellers; and toolmakers too.

In each turn, a player could draw one card from his hand or exchange one card already drawn for another. Players are given an audience during the course of the game, during which they have a chance to gain trade or building advantages. Players try to control the flow of money, building permits, storage permits, and also to curry favour with the church and officials, with the cost of workers depending on the reputation of the players. The royal treasury controls the economy of the city, and the treasury itself is controlled by the players' moves. The game ends after a certain number of rounds, and whoever collects the most wigs wins.

The game is designed for 1-4 players aged 12 and up.
