Kyoto zpracovává jedno z nejpalčivějších témat naší doby: změny klimatu. Nepokouší se však hráče poučovat. Naopak - staví je do rolí těch, na nichž závisí ta nejdůležitější rozhodnutí.
Hráči se ocitají v kůži delegátů různých zemí vyslaných na konferenci o klimatických změnách. Společnými silami (a především také financemi) se snaží splnit potřebné kvóty redukce emisí s vědomím, že pokud selžou, následky mohou katastrofálně poškodit celou planetu. Ale jak už to tak bývá, každý má svůj skrytý záměr. Přičtěte do toho snahu omezit výdaje své země na minimum, a výsledek už není tak jistý, jak se zdál na začátku. A na samém konci zvítězí jenom ten, kdo lépe ochránil svoje finance. Pokud však znečištění přesáhne stanovené limity, prohrají všichni hráči.
