Empire of the Sun (EotS) is the third design from Mark Herman to use cards (following We The People and Hannibal: Rome vs. Carthage) in the card-driven game (CDG) series pioneered by Mark Herman. EotS is a strategic-level look at the entire War in the Pacific from the attack on Pearl Harbor until the surrender of Japan. EotS is the first card-driven game (CDG) to move the system closer to a classic hexagon wargame, while maintaining all of the tension and uncertainty people have come to expect from a CDG. Players take on the roles of MacArthur, Yamamoto, Nimitz, and Mountbatten, controlling the forces of the United States, the Empire of Japan, and their allies. The gameboard represents the Pacific Theater of Operations as seen in 1942, on a map where area movement and point-to-point sea movement have been seamlessly combined.

Empire of the Sun (EotS) is the third design from Mark Herman that features cards as a primary game component, following the award-winning We The People. EotS is a strategic level look at the entire War in the Pacific from the attack on Pearl Harbor until the surrender of Japan. EotS is a card driven game (CDG) which takes the system to a new level while maintaining all of the tension and uncertainty people have come to expect from a CDG. Players are cast in the roles of MacArthur, Yamamoto, Nimitz, and Mountbatten, leading the forces of the United States, the Empire of Japan, and their allies and conducting the the full spectrum of military operations from the strategic to the tactical level.

As in other CDG games, players try to maximize the impact of their cards, while hiding their intentions and traps from their opponent. The player has a wide range of clear strategic choices. EotS focuses on the key ground, air, and naval units that each side employed to carry out their strategic plans. The Japanese player is challenged to achieve victory by expanding the Empire of Japan, while the Allied player must bring his forces to bear to contain the Japanese expansion and, if possible, reverse the tide of Japanese conquest.
