In the game, players represent one of the seven "great powers of Europe" (Great Britain, France, Austria-Hungary, Germany, Italy, Russia, or Turkey) in the years before World War I. The game begins in the spring of 1901 and players make both spring and autumn moves each year. There are only two types of military units: armies and fleets. Each military unit has limited options in each move: it can move to a neighboring territory, support an allied unit in attacking a neighboring territory, support an allied unit in defending a neighboring territory, or hold its position. Players give instructions to each of their units by writing a set of "orders". The outcome of each move is determined by the rules of the game. There is no dice rolling or other elements of chance. Thanks to the incredibly simplified movement mechanics combined with a significant negotiating element, this system is highly acclaimed by many players.
